a) to advance public education by the study and research into the history culture and institutions of those countries which have had or now have monarchial institutions and the emigrations from such countries since 1917 with particular reference to serbia and the remainder of eastern europe and to publish the results of any such research b) to provide assistance to emigres from such countries as defined above as are in need
