to promote within the borough of wolverhampton: 1) the prevention of alcohol abuse, especially amongst persons who through alcohol abuse have passed through the judicial and penal system for acts of violent criminal behaviour 2) the relief of persons who are unemployed and who are in conditions of need and hardship by the provision for them of an advice and counselling service and to provide opportunities to assist such persons to become self-supporting and of facilities calculated to promote and preserve their mental and physical health 3) the education of the public about alcohol abuse good health and physical improvement 4) abstinence from all alcohol amongst persons who are seeking help in overcoming their addiction and who through their addiction may have participated in anti-social and violent criminal behaviour
