1 to advance and promote in the interests of social welfare the education and the physical psychological and emotional development of young people between the ages of 10 and 25 years by providing or assisting in providing suitable treatment, counselling, and premises materials and facilities, for those who are in need thereof including their families because of adverse environmental domestic financial or other economic or social circumstances so that they may grow to full maturity both as individuals and as responsible and caring members of society and that their conditions of life may be improved 2. to advance public education about the educational physical psychological and emotional needs of such young people and about the ways in which such needs are or may be relieved 3. to promote or assist in promoting research into all aspects of such needs and to disseminate the useful results of such research for the benefit of the public.
