(1) provision and maintenance of almshouses. the residents shall be poor persons who (except in special cases to be approved by the commissioners) are inhabitants of the parish of upton or who were born in or who have a long standing connection with that parish. preference shall be given to an aged widow or widower who is qualified as aforesaid.(2) to relieve either generally or individually persons resident in the parish of upton who are in conditions of need, hardship or distress by making grants of money or providing or paying for items, services or facilities calculated to reduce the need, hardship or distress of such persons. for further details see scheme dated 13 july 1992.
