to enable the trustees to offer to any minister of the united reformed church or any non-uniting congregational church who at the time of such offer is or has been a minister of any such church within the north western synod or the mersey synod of the united reformed church or any non-uniting congregational church within the same geographical area as is covered by the two synods who has been a minister of any such church for a period of not less than 5 years immediately preceding such offer in any such church or churches (referred in the rules as a 'qualifying minister') grants to relieve need, hardship or distress including an annual grant following his/her retirement and to make provision for the benefit of the widow and children of such ministers.
