a) to promote the benefit primarily of the residents of catton grove estate and also of neighbouring communities without discrimination on any grounds by associating the local authorities, voluntary organisations and residents in a common effort to advance education and to provide facilities in the interest of social welfare for recreation and leisure time occupation with the object of improving the conditions of life for the said residents b) to support the catton grove community centre and to maintain and manage, or to co-operate with any statutory authority in the maintenance and management of such a centre for activities promoted by the committee and its constituent bodies
