the promotion and furtherance of education at the university of pennsylvania and elsewhere in cases where education is promoted or furthered by the university of pennsylvania or any foundation, fund or trust supported, sponsored or administered by or at the university of pennsylvania which is an educational organisation possessing the equivalent of charitable status by virtue of its being exempt from taxation in the united states of america under section 501(c)(3) of the united states internal revenue code and in particular: (a)the provision of financial assistance towards the provision, maintenance and development of facilities at, or the work of, the university of pennsylvania; and (b)the provision of financial assistance towards the creation and support of scholarships, bursaries, or prizes to be awarded to persons attending or wishing to attend the university of pennsylvania or elsewhere by any such above-mentioned foundation, fund or trust which are supported, administered or sponsored by the university of pennsylvania including, without limitation, the thouron awards.
