1.in or towards providing such special benefits of any kind not normally provided by the local education authority for any roman catholic school substantially serving the area of benefit as may from time to time be agreed between the trustees and the governors of the schools concerned after consultation with the said authority, and if and in so far as not required therefor; 2. in promoting the education (particularly religious education) including social and physical training of persons under the age of 25 years who are or who have a parent resident in the roman catholic diocese of leeds and who in the opinion of the trustees are in need of financial assistance.
