(1) to advance the education and training of young people under the age of 21 years who, or whose parents, are resident in the essex area and who have been convicted of a criminal offence involving a motor vehicle or whose circumstances may create tendencies in them towards such offences so that such young people may grow to full maturity as individuals and members of society and become better equipped to take a useful and responsible place in the community and their conditions of life may be improved. (2) to promote the study of and research for public dissemination into the cause and prevention of criminal offences involving motor cars by such young people.
