(a) in promoting the education of persons under the age of 25 years who are resident in the ancient parish of dudley or who have a parent or parents so resident and who are in need of financial assistance ( i) awarding to such persons scholarships, exhibitions, bursaries, maintenance allowances or grants tenable at any school, university college of education or other institution of further education (2) the provision of financial assistance (b) in promoting the religious education of such persons (c) the provision of facilities for recreation and other leisure-time occupation (d) providing such special benefits for the jessons school or any other local education authority school in, or substantially serving the area of the said parish of any kind not normally provided by any such authority
