(1)to advance the education and training of young people under the age of 25 years who, or whose parents are resident in the london boroughs of barnet, brent and harrow and who have been convicted of a criminal offence involving a motor car or whose circumstances may create tendencies in them towards such offences so that such young people may grow to full maturity as individuals and members of society and become better equipped to take a useful and responsible place in the community and their conditions of life may be improved.
