Objects:

3.1.to promote the benefit of the inhabitants of the benefit area without distinction of sex, race or of political, religious or other opinions, by associating together representatives of the said inhabitants and various other persons in a common effort to provide facilities in the interests of social welfare for recreation and leisure-time occupation with the object of improving the conditions of life for the said inhabitants. 3.2.to carry on for the benefit of the community in the benefit area the business of providing and improving housing and any associated amenities for persons in necessitous circumstances upon terms appropriate to their means. 3.3 to promote any charitable purpose for the benefit of the inhabitants of the benefit area and in particular the advancement of education and the relief of poverty.3.4 to promote for the benefit of the public urban or ruralregeneration in areas of social and economic deprivation by allor any of the following means:(a) the relief of financial hardship;(b) the relief of unemployment;(c) the advancement of education, training or retraining,particularly among unemployed people, and providingunemployed people with work experience;(d) the provision of financial assistance, technical assistanceor business advice or consultancy in order to providetraining and employment opportunities for unemployedpeople in cases of financial or other charitable needthrough help: (i) in setting up their own business, or (ii) toexisting businesses;(e) the creation of training and employment opportunities bythe provision of workspace, buildings, and/or land for useon favourable terms;(f) the provision of housing for those who are in conditions ofneed and the improvement of housing in the public sectoror in charitable ownership provided that such power shallnot extend to relieving any local authorities or otherbodies of a statutory duty to provide or improve housing; (g) the maintenance, improvement or provision of publicamenities;(h) the preservation of buildings or sites of historic orarchitectural importance;(i) the provision of recreational facilities for the public atlarge or those who by reason of their youth, age, infirmityor disablement, financial hardship or social and economiccircumstances, have need of such facilities;(j) the protection or conservation of the environment;(k) the provision of public health facilities and childcare;(i) the promotion of public safety and prevention of crime;and(m) such other means as may from time to time bedetermined subject to the prior written consent of thecharity commissioners for england and wales;3.5 to develop the capacity and the skills of the members of sociallyand economically disadvantaged communities in such a waythat they are better able to identify, and help meet, their needsand to participate more fully in society.
