to provide benefits for the inhabitants of the area of benefit by associating with the local authorities, voluntary organisations and the local inhabitants in the following ways; to educate all persons by providing facilities in the interests of social welfare for recreation and leisure time occupation with the object of improving the conditions of life of those persons. to preserve and protect the psychological health of the carers of such persons who will be provided respite by the provision of such recreation and leisure time facilities.
