"1. to provide or assist in the provision of a village hall in the parish of littleton and harestock to be held upon charitable trusts for the benefit of the inhabitants of littleton and harestock and adjoining parishes in the county of hampshire (""the area of benefit"") and for other charitable purposes for the benefit of the said inhabitants. 2. to maintain the said hall when built and keep the same available for use by the inhabitants of the area of benefit without distinction of political, religious or other opinions, including use for meetings, lectures and classes, and for other forms of recreation and leisure-time occupation, with the object of improving the conditions of life for the said inhabitants."
