"1) to relieve the inhabitants of cheltenham and surrounding areas (hereinafter referred to as ""the area of benefit"" who are in conditions of need or hardship (particularly those of them belonging to asian and other minority racial groups) by the provision for such persons of; (a) an advice and information centre dealing with the questions of housing, employment, welfare rights, immigration, nationality and similar problems. (b) facilities for their education and cultural training. (c) facilities to promote their health (including the provision of translators and interpretors at hospitals, clinics and surgeries; 2) to provide facilities in the interest of social welfare for the recreation and leisure time occupation of such inhabitants with the object of improving their conditions of life."
