1a) the object of the committee shall be the advancement of education and training by means of collaboration with the national proficiency tests council (hereinafter referred to as the council) in the administration of 1b) schemes of proficiency tests within the counties leicestershire and rutland and such surrounding geographical area as the committee may decide 1c) vocational qualification, certificates of competence, certificates of qualification and other such awards (hereinafter referred to as awards) in agriculture, horticulture, forestry and other industries within the counties of leicestershire and rutland and surrounding geographical area.
