to relieve people with learning disabilities within a 20 mile radius of witham through provision of a citizen advocacy scheme, by recruiting citizens to form 'one to one' relationships to support and represent the interests of such people with learning disabilities, in order that their conditions of life may be improved by or through taking a fuller part in society.the trustees may, in exceptional circumstances, provide support to a person with learning disabilities with whom the association has developed a 'one-to-one' relationship even if the person moves beyond a 20 mile radius of witham, provided that he or she remains within the county of essex.
