(1) to provide in the interests of social welfare for the benefit of those living, working or studying in the area of notting dale in the royal borough of kensington and chelsea and the neighbourhood all or any of the following services and facilities: (1.1) facilities for recreation and leisure-time occupation which are available to the public at large, the female members of the public or those who through youth, age, or social and economic circumstances have special need of them (1.2) facilities for the public and in particular for young persons, for education and training, including social and physical training, the study of music and the arts and practical training in information technology (1.3) housing and associated services and facilities for persons in financial need, the disabled and the elderly (1.4) other charitable services and facilities designed to relieve poverty, promote health and improve the conditions of life of those who through youth, old age, infirmity, disablement, social isolation or other social and economic circumstances are in special need of support (2) the promotion of the arts in notting dale in the royal borough of kensington and chelsea and the neighbourhood
