to relieve sickness by the provision of counselling, support, help and information to (a) anyone suffering or recovering from a viral infection of the nervous system, other chronic illness or physical disability or (b) children aged up to 16 years of age who may also have behavioural problems and/or learning difficulties or (c) anyone with caring responsibility for such a person; who live or work within the boundaries of hartlepool borough council, stockton-on-tees borough council, middlesbrough borough council, redcar and cleveland borough council and darlington borough council.
