to promote the relief of persons with learning disabilities in derbyshire and its surrounding areas, being persons who have need of such relief by reason of their learning disability and (in the case only of sub-paragraph (4) and (5) below) a mental health problem and in particular but without limitation of the foregoing, by the provision of a service calculated:-(1) to assist a person with learning disabilities to obtain his or her full rights and privileges as a citizen, in accordance with current legislation;(2) to provide long term personal friendship and support;(3) to provide support on a one to one basis to persons with learning disabilities in derbyshire, whether living in residential care or residing independently in their own homes or with relatives.(4) to promote a service which provides an 'appropriate adult' (as defined in the police and criminal evidence act 1984) to people in derbyshire and the city of derby who are detained by the police and who have a mental health problem or learning disability.(5) to promote and provide (whether alone, jointly or in conjunction with any other organisation) and independent mental capacity advocacy service as defined under the mental health capacity act 2005 (as subsequently amended, extended, consolidated or replaced from time to time) throughout derbyshire for adults including those with learning disabilities and mental health problems, who are unable to make decisions concerning their health care or accommodation and who do not have any family members or representatives to assist
