the objects of the charity shall be to promote the care, counselling, treatment, rehabilitation and re-training of any person who shall be suffering from or shall have suffered from any form of drug or alcohol addiction, by any method which shall be recognised as charitable and, in particular but without prejudice to the generality of the foregoing, by (a) making grants or other financial assistance (b) giving counselling and other practical advice (c) making provision for in-patient or home-based detoxification in consultation with the appropriate medical authorities (d) the provision of sheltered workshops (e) the provision of residential accommodation (f) the provision of day-centres (g) the provision of remedial work opportunities within the regulations prescribed by the department of social security and (h) to enter into reciprocal arrangements with area authorities and with other organisations for the furtherance of the aforementioned objects.
