(a) to relieve poverty distress and suffering and in particular but without prejudice to the generality of the foregoing for that purpose to acquire surplus food and goods from manufacturers and suppliers in england and wales and to distribute such items for the benefit of persons who are suffering hardship or distress; and in connection therewith to train people in local organisations to distribute such items and assist the homeless generally within england and wales (b) such objects shall be carried out in the interests of the public at large and within the limits of a legal charity.
