"the trustees shall hold the trust fund and its income upon trust to apply them for the following purposes in the borough of southend-on-sea (""the area of benefit"") and where appropriate additionally (but not solely) in areas adjoining the area of benefit: (1) the conservation, protection and improvement of the physical and natural environment; (2) the advancement of public education in sustainable waste management practices and the remediation of contaminated land; (3) the provision of open spaces for the recreation and other leisure-time occupation of the public with the object of improving their conditions of life; (4) the restoration, preservation and repair of buildings of historical importance or architectural value; and (5) the maintenance and repair of public amenities for the benefit of the inhabitants of the area of benefit."
