the service is established to promote, for the public benefit and for the preservation of public order, the provision of a mediation service for persons, organisations, authorities, or groups in the area covered by shepway district council involved in, or likely to become involved, in dispute or inter-personal conflict where that dispute or conflict results from, or may lead to, acts of nuisance, vandalism, racial abuse, unlawful activity, breach of the peace or breakdown of public order, and to advance the education of the public in the said area in the purposes and methods of mediation and, in particular, in the nature and causes of such disputes or conflicts.
