the special trustees shall pay or apply the said sums at such times and in such amounts and in such manner as they shall in their discretion think fit in or towards defraying such expenditure of the bar council in furtherance of charitable purposes as the general management committee for the time being of the bar council may by resolution from time to time direct provided that in case the general management committee shall cease to exist under that name as a result of any change in the bar council's constitution a certificate by the chairman for the time being of the bar council as to the committee discharging the same functions shall be sufficient evidence that it is the appropriate committee to exercise this power.
