"a) to promote any charitable purpose for the benefitof the community in london, the home counties andthe surrounding areas (hereinafter called ""the areaof benefit"") and in particular the advancement ofeducation, the protection of health and the relief ofpoverty distress and sickness. b) to promote andorganise co-operation in the achievement of theabove purposes and to that end to bring together incouncil representatives of the voluntaryorganisations and statutory authorities within thearea of benefit. the home counties shall meanbuckinghamshire, hertfordshire, essex, berkshire,middlesex, surrey, kent and sussex. (1) the object of the charity is the relief of parents or guardians of children under the age of 13 years, who are resident in the area of benefit and who are in financial need, hardship or distress.(2) the trustee may relieve such persons in need by:(a) making grants of money to them; or(b) providing or paying for goods, services or facilities for them; or(c) making grants of money to other persons or bodies who provide goods, services or facilities to those in need.(3) in exceptional cases the trustee may decide to assist someone (who is otherwise qualified) who is:(a) resident outside the area of benefit; or(b)only temporarily resident in the area of benefit."
