(a) to advance the education and training of young persons, aged between 8 and 20 years, who live in the county of north east lincolnshire, and in particular but not exclusively those who have been convicted of a criminal offence involving a motor vehicle or whose circumstances may create tendencies towards such offences so that such young people grow to maturity as responsible individuals and members of society and to enhance their employment prospects with the aim of improving their conditions of life(b) to promote the safety of the public with particular regard to road safety and improving the standard of driving particularly amongst young people
