the trustees shall hold the capital and income of the trust fund upon trust to apply the income and all or such part or parts of the capital at such time or times and in such manner to or for the benefit of :- 1. such exclusively charitable objects and purposes including making donations to any exclusively charitable institution or institutions as the trustees may in their absolute discretion think fit 2. without detracting from the general nature of the charitable objects in 3.1.1 above, the promotion of education in wales and in particular the provision of financial assistance towards the maintenance and development of cardiff university and all other welsh universities.
