the trustees shall first defray out of the income of the charity all the proper costs, charges and expenses of and incidental to the administration and management of the charity. (1) subject to payment of the expenses aforesaid the trustees shall apply the income of the charity in promoting the education (including social and physical training ) of young persons who have resided for not less than two years in the chigwell area and who have attended as a pupil at chigwell county school, or limes farm junior school and who are in need of financial assistance and in particular but without prejudice to the generality of the foregoing. (a) to equip the beneficiaries for secondary education; (b) in providing financial assistance, outfits, clothing, tools, instruments or books to assist such persons to pursue their education (including the study of music and other arts), or to undertake travel in furtherance thereof. (2) subject thereto the trustees shall apply the income in or towards providing such special benefits of any kind not normally provided by the local education authority for the said school as may from time to time be agreed between the trustees and the governor of those schools after consultation with the local education authority.
