the trustees hereby declare that they will hold the trust fund and the income thereof upon trust to pay or apply the income and at their discretion the capital thereof for the following purposes: 1) in relieving in cases of need hardship or distress the persons injured or affected and the dependants of those persons killed injured or affected as a result of the destruction of the world trade centre on tuesday september 11 2001 and without prejudice to the generality of the above such relief may include: 1.1) allowances to those in continuing need of financial assistance; 1.2) meeting the cost of medical treatment; 1.3) grants or gifts in kind in case of emergency, sickness, physical or mental disability or illness; 1.4) grants to enable children or dependants of those killed or injured to continue or pursue a course or courses of education or training; 1.4) grants to charities or other organisations which undertake care or counselling work for those persons so afflicted; 4.2) in relieving in like manner in cases of need hardship or distress the persons injured or affected and the dependants of those persons killed injured or affected as a result of natural, civil or similar disasters or emergency hardships; and 4.3) in establishing or promoting such exclusively charitable objects or charitable purposes and/or charitable institutions in any part of the world at such time or times in such manner and in such proportions as the trustees shall from time to time in their discretion determine may be a suitable commemoration of the victims of the destruction of the world trade centre
