1) to promote any charitable purposes for the benefits of the inhabitants of the pallion area of sunderland, tyne and wear and the surrounding areas as defined on the plan annexed hereto and the neighbourhood without distinction of sex, sexual orientation, disability, race, ethnic origin, political, religious or other opinions in particular by associating the anglican diocese of durham, the local authorities, voluntary organisations and inhabitants in a common effort to advance education and provide facilities in the interests of social welfare for recreation and leisure time occupation with the object of improving the conditions of life for the said inhabitants.2) to establish and secure the establishment of st. luke's neighbourhood centre and to maintain and manage, or to co-operate with any local or statutory authority in the maintenance and management of such a centre for activities promoted by the charity and its constituent bodies in furtherance of the above objects. the charity shall be non-profit in politics and non-sectarian in religion.
