if and in so far as the income of the charity in any year is not required for application in accordance with the subsisting trusts thereof the managing trustees may pay the same to the parochial church council of the ecclesiastical parish of all saints, leighton buzzard to be applied by them in or towards the upkeep and repair of the parish church of the said ecclesiastical parish and the maintenance of the services therein.
