"to advance the education of young people in the metropolitan boroughs of dudley, sandwell, walsall and wolverhampton (""the black country"") by the co-ordination and provision of support, information and in particular:-1) to provide a means of raising young people's expectations and ambitions in order to encourage and training and to be confident in making choices regarding their personal progression;b) to support young people in the black country to access appropriate programmes and opportunities through the promotion and provision of suitable learning opportunities;3) to encourage, establish and support employment initiatives in the black country to develop sustainable and skill based employment for young people;4) to integrate the services offered by statutory and voluntary bodies who individually support groups of young people with particular needs, including, without limitation, care leavers, teenage parents, homeless young people, ethnic minorities, young people with special learning needs and young people with substance abuse problems to ensure that such support is co-ordinated and fully available to all young people in the black country;5) to build on the strength of community and community regeneration in the black country by maximising the resources within the community for young people;6) to challenge discrimination that limits young peoples opportunities;7) to raise awareness amongst young people and their parents/carers and the community of what services and opportunities are available to them to enable them to participate in such services and opportunities and to influence what services and opportunities are available in the future;8) to collect, analyse and disseminate information (including statistics and other information) and to operate an information service;9) to undertake economic, social and environmental research;"
