to promote the benefit of the ethnic chinese population of the city and county of swansea and its neighbourhood without distinction of sex or political, religious or other opinions by associating with local authorities, voluntary organisations and inhabitants in a common effort to advance education and to provide facilities in the interest of social welfare for recreation and leisure time occupation with the object of improving the conditions of life for the said ethnic chinese population; to establish or to secure the establishment of a community centre for activities for the furtherance of the above objects; any such charitable purposes as the trustees shall for the time being see fit and in particular but not exclusively by the relief of poverty and to work towards the elimination of racial discrimination and to promote equality of opportunity and good relations between persons of different racial groups.
