"1) to promote the benefit of the inhabitants of wetmore and riverside and immediate neighbourhoods in burton upon trent (""the area of benefit"") by associating together the inhabitants and local authorities, voluntary and other organisations to relieve poverty, advance education and all such other things as may be charitable under the laws of england and wales and in particular to promote the conservation, protection and improvement of the physical and natural environment in, or for the benefit of, the area of benefit;2) the provision or assistance in the provision of recreational and other leisure time facilities for the above mentioned inhabitants or those who by reason of youth, age infirmity or disablement, poverty or economic and social circumstances, have need of such facilities with the object of improving their conditions of life; and3) to establish, or secure the establishment of, a community centre and a youth centre and to maintain and manage them (whether alone or in co-operation with any local authority or other person or body) in furtherance of these objects."
