"a) to promote the benefits of the inhabitants and in particular young people of all ages of the durham district (hereinafter called ""the area of benefit"") without distinction of sex. politics, religion or other op by associating together the said inhabitants and the local authorities, voluntary and other organisations in a common effort to provide facilities for recreation and leisure time occupation with the object of improving the conditions of life for the said young people by promoting their physical, mental and spiritual well being.b) to establish a secure outdoor recreational and leisure area which will provide challenging and adventurous pursuits for the said young people including those who by reason of their of mental, physical or sensory impairment require a sage, stimulating environment and to maintain and manage the same, in partnership with local authorities, parish council, groups and individuals in furtherance of these objects."
