a public park or pleasure grounds(1) the land specified in part 1 of the schedule to this scheme may be held by the trustee for the purpose of promoting the benefit of the inhabitants of sheffield without distinction of sex or of political, religious or other opinion by associating the local authorities, voluntary organisations and inhabitants in a common effort to advance education and to provide facilities in the interests of social welfare for recreational and leisure-time occupation with the object of improving the conditions of life for the said inhabitants.(2) if the said land ceases to be used for a period of 12 months or more for the purposes specified in sub-clause (1) of this clause, the trustee must hold it for the purposes set out in the governing document.
