the project is established to promote the relief of older people in need who live in wetherby, linton, boston spa, thorpe arch, walton, clifford, east keswick, collingham, bardsey, scarcroft and thorner [hereinafter called 'the area of benefit'] without distinction of sex, colour, ethnic origin, nationality, political or religious opinion in particular (but not limited to the foregoing) through the provision of services to support and complement those provided by the statutory agencies together with services identified as necessary to assist older people to continue to live independently within their homes.
