the teaching and education of young people in crime awareness in general through community-based training programmes and the teaching and education of existing offenders of all ages in crime awareness in prisons and young offender establishments but not exclusively:(a) young persons currently located in main stream schools or excluded from schools and who have a home or other connection with the home counties area including greater london and such other persons and areas as the council shall, in its absolute discretion, think fit by enabling and encouraging such persons to consider their future behaviour and thereby steer themselves away from potential crime.(b) young persons currently located in pupil referral units, secure children's units, youth and community groups, young offenders institutions or similar establishments and who have a home or other connection with the home counties area including greater london and such other persons and areas as the council shall, in its absolute discretion, think fit by enabling and encouraging such persons to consider their future behaviour or to reconsider their previous behaviour and thereby steer themselves away from potential crime or cease offending and committing crime(s).(c) persons currently located in prisons and who have a home or other connection with, or who are anticipating living in, the home counties area including greater london and such other persons and areas as the council shall, in its absolute discretion, think fit by enabling and encouraging such persons consider their future behaviour or to reconsider their previous behaviour and thereby steer themselves away from potential crime or cease offending and committing crime(s).
