to promote the benefits of the coalfield communities of copt hill (formerly known as eppleton), houghton, shiney row, hetton and surrounding areas (hereinafter called the area of benefit) by associating together the said inhabitants, the local authorities, statutory and voluntary organisations in common effort in order to improve educational, health, employment, and leisure opportunities for people generally and in particular for such of them as are socially or economically deprived and to improve and develop charitable public and community facilities (especially facilities relating to safe and clean streets and the provision of public access to open spaces).
