1. to protect people and property from criminal acts brought about and/or committed by persons who are both prolific and persistent drug addicted offenders; and to promote crime prevention in conjunction with the police, other statutory authorities; and community and voluntary agencies (and thus provide a safer and better quality of life for people generally through the reduction of the fear of crime).2. to identify and offer suitable medical and rehabilitation treatment, accommodation and training opportunities to those drug addicted offenders who are prolific and persistent in their offending behaviour.3. to encourage the local community to become engaged in the rehabilitation of offenders by provision of mentoring and/or job opportunities so as to enable former addicts to maintain their drug free lifestyle
