3.1 to promote the efficiency and effectiveness of charities and other voluntary organisations working in the area equivalent to the catholic archdiocese of birmingham, primarily but not exclusively by the following means:(a) the provision of training, information and advice particularly in the effective use of community buildings and facilities, and the management and structuring of projects using the said facilities; and(b) the provision of training, information and advice particularly, but without excluding the generality of the foregoing, in effective engagement with other relevant bodies, whether statutory or otherwise, in particular with regard to regeneration in the area of benefit.
