the objects are:2.2.1 the commemoration for the benefit of the public of the life and works of the. late james harold wilson, baron wilson of rievaulx, by the erection of a statue (on a site in the area of benefit) and by maintaining that memorial; and2.2.2 to promote the enhancement and improvement of the area of benefit for the benefit of its inhabitants but only if and to the extent that in the opinion of the trustees the object set out at 2.2.1 above, in whole or in (1) cannot be earned out; or (2) provides a use for part only of the charity property; or (3) has been provided for by other means; or (4) has ceased to provide a suitable and effective method of using the charity property and provided further that, in the application of the charity property (or part of the charity property) for the purposes set out in this clause 2.2.2, there is some recognition or acknowledgement of the object set out in clause 2.2.1 above.
