(1) to promote the benefit of the inhabitants of the parish of newchurch and surrounding area (hereinafter called 'the area of benefit') without distinction of sex, language, sexual orientation, race or political, religious or other opinions, by associating together the said inhabitants and the local communities and relevant voluntary and other organisations in the common effort to improve the physical and economic quality of life in the area of benefit, and to provide facilities in the interest of social welfare for recreation and leisure-time occupation. (2) to establish or secure the establishment of a community centre and to maintain and manage the same (whether alone or in cooperation with any local authority or other persons or body) in furtherance of these objectives
