for the benefit of young people between the ages of 14 and 26 in the care system who are disadvantaged, socially excluded or at risk of exclusion or who have offended or at risk of offending by:-1. advancing education and training so that they are enabled to develop their social, vocational and life skills and to assist them to set realistic goals and to realise their full potential within their community as a whole; and2. by providing or assisting in the provision of advice, information, support and counselling and other forms of assistance for such young persons who have a need thereof.
