to promote the voluntary sector in the south west region of england for the benefit of the public in general and in particular people of african, african-caribbean, asian, chinese and other minority groups, especially those who are discriminated against on the basis of colour, race or nationality, by means of:3.1 liasing between charities, voluntary organisations, government agencies and other groups on relevant issues including those that affect minority groups;3.2 identifying needs in the voluntary sector and establishing projects or policies to address them;3.3 providing information on the operation of, or problems encountered by the voluntary sector in general and minority groups in particular;3.4 acting as a representative of the voluntary sector especially on behalf of members of minority groups in relation to government policies and legislation.
