a) to promote the benefit of the inhabitants of the neighbourhood, defined as thatarea delineated by the boundaries of the winlaton and blaydon wards ofgateshead council, (herein after call 'the area of benefit') without distinction ofsex, sexual orientation, race, or political, religious or other opinions, byassociating together the said inhabitants and local authorities, voluntary and otherorganisations in a common effort to advance education and to provide facilities inthe interests of self welfare for recreation and leisure time occupation with theobject of improving the conditions of life for the said inhabitants.b) to establish, or secure the establishment of, a community centre (hereinaftercalled 'the centre') and to maintain and manage the same (whether alone or inco-operation with the local authority or other person or body) in furtherance of these objects.
