to work with parents to be, parents and children primarily under school age topromote the physical, intellectual, and social development of such children -particularly those who are disadvantaged - so that they can flourish at home andwhen they get to school, and thereby break the cycle of disadvantage for thecurrent generation of young children, in particular by:(1) establishing and running a centre in berkhamsted north which promotesearly learning, providing stimulating and enjoyable play, improving languageskills, and ensuring early identification and support of children with special needs.(2) promoting education and training of persons in the provision of such care,educational and recreational facilities;(3) encouraging parents and carers to understand the needs of their childrenthrough, among other means, individual counselling, community groups andcourses. to develop the capacity and skills of parents in such a way that theyare better able to identify, and help meet, their needs and to participate more fullyin society.'
