"community capacity building""to develop the capacity and skills of the members of the socially and economically disadvantaged community of the 4 estates, south ward, weston-super-mare in such a way that they are better able to identify, and help meet, their needs and to participate fully in society.""young people""to advance in life and help young people through:(a) the provision of recreational and leisure activities provided in the interest of social welfare, designed to improve their conditions of life;(b) providing support and activities which develop their skills, capacities and capabilities to enable them to participate in society as mature and responsible individuals.""promotion of social inclusion""to promote social inclusion for the public benefit by preventing people from becoming socially excluded, relieving the needs of those people who are socially excluded and assisting them to integrate into society.for the purpose of this clause ""socially excluded"" means being excluded from society, or parts of society, as a result of one or more of the following factors: unemployment; financial hardship; youth or old age; ill health (physical or mental); substance abuse or dependancy including alcohol or drugs; discrimination on the grounds of sex, race, disabilty, ethnic origin, religion, belief, creed, sexual orientation or gender re-assignment; poor educational or skills attainment; relationship and family breakdown; poor housing (that is housing that does not meet basic habitable standards; crime (either as a victim or as an offender rehabilitating into society).""to enhance the development and educationof children by encouraging parents to understand and provide for the needs of their children through community groups and by 1) offering appropriate plat facilities and training courses, together with the right of parents to take responsibility for and to become involved in the activities of such groups ensuring that such groups offer opportunities for all children whatever their race, culture, religion means or ability 2) encouraging the study of the needs of such children and their families and promoting public interest in and recognition of such needs."
