"the charity's objects (""objects"") are specifically restricted to the following:4(1) to advance the education of the public in the subject of community leadership.4(2) to develop the capacity and skills of the members of the socially and economically disadvantaged community of lozells and handsworth, birmingham, in such a way that they are better able to identify, and help meet, their needs and to participate more fully in society.4(3) to promote social inclusion for the public benefit by preventing people from becoming socially excluded, relieving the needs of those people who are socially excluded and assisting them to integrate into society. for the purpose of this clause ‘socially excluded’ means being excluded from society, or parts of society, as a result of one of more of the following factors: unemployment; financial hardship; youth or old age; ill health (physical or mental); substance abuse or dependency including alcohol and drugs; discrimination on the grounds of sex, race, disability, ethnic origin, religion, belief, creed, sexual orientation or gender re-assignment; poor educational or skills attainment; relationship and family breakdown; poor housing (that is housing that does not meet basic habitable standards; crime (either as a victim of crime or as an offender rehabilitating into society).4(4) to promote any charitable purposes for the benefit of the public, principally but not exclusively in the local government area of birmingham and its environs (hereinafter called the ""area of benefit"") and, in particular, build the capacity of the third sector organisations and provide them with the necessary support, information and services to enable them to pursue or contribute to any charitable purpose.4(5) to promote, organise and facilitate co-operation and partnership working between third sector, statutory and other relevant bodies in the achievement of the above purposes within the area of benefit.for the purposes of these objects:(a)""third sector"" means charities, voluntary organisations and social enterprises.(b)""charities"" are organisations which are established for exclusively charitable purposes in accordance with the law ofengland and wales.(c)""voluntary organisations and social enterprises"" are independent organisations, which are established for purposes that add value to the community as a whole, or a significant section of the community, and which are not permitted by their constitution to make a profit for private distribution. voluntary organisations and social enterprises do not include local government or other statutory authorities."
